The research project "Supporting adaptation so sea level rise in Small island developing states" explores possible criteria for guiding the allocation of adaptation finance from developed countries to developing states. The objective is to evaluate the merits and the limitations of normative justifications in favor of several criteria – vulnerability, democracy, sustainability and cost-effectiveness – and ask how they can be accurately operationalized. Another, related aim is to clarify how these criteria relate to each other: are they complementary? Can trade-offs arise between them? If yes, how to avoid such trade-offs? The project is particularly interested in the case of financial support to adaptation to sea level rise in Small island developing states as an illustration of the merits and limitations of the norms that are currently used to distribute climate finance.
